Arson ban?

Today while driving on a Houston freeway, I saw giant signs warning of the burn bans in effect due to recent fires. That makes sense. Except that unlike last week, when the sign said, “Burn ban in effect,” it now says, “Arson/burn ban in effect.”

I may be ignorant of Texas law, but isn’t arson always banned by merit of being illegal? When is arson acceptable?

  1. I thought Texas was the last jurisdiction on earth where the “he done need killing” defense passed muster in a court of law. Surely there’s justifiable, ‘it done need burning’ defense.
